Transport Scotland’s Islands Connectivity Plan aims to modernise transport links for Scotland’s island communities, while incorporating community feedback to ensure inclusivity and effectiveness.

Transport Scotland has announced the publication of the Islands Connectivity Plan (ICP) Strategic Approach, aimed at enhancing the reliability and resilience of transport links for Scotland’s island communities. The plan, which supersedes the current Ferries Plan, expands its focus beyond ferry services to include aviation and fixed links, as well as onward and connecting travel.

Key actions outlined in the plan include:

  • Modernising the CMAL fleet to reduce the average age of vessels to approximately 15 years by the end of the decade, with the goal of improving ferry service reliability
  • Increasing the standardisation of vessels and ports to build resilience in the ferry network
  • Refreshing transport connectivity needs assessments for island and peninsula communities served by the Clyde & Hebrides and Northern Isles Ferry Services
  • Conducting detailed appraisals of fixed link proposals for Sound of Harris, Sound of Barra and Mull.

Minister for Transport Fiona Hyslop emphasised the importance of meeting the high expectations of islanders regarding transport services, stating, “The Scottish government is absolutely committed to ensuring that transport connectivity to our islands is reliable, affordable and inclusive to support the economic and population growth of these communities.

“The Island Connectivity Plan looks at a wide range of issues, from improving fleet reliability and monitoring performance, to reducing carbon emissions and making future contracts more flexible to respond to community needs. It also considers aviation and fixed links. As always, the views of island communities and stakeholders will be key to this process.”

Transport Scotland plans to host engagement events and conduct online consultations to gather feedback and ensure community input is incorporated into the plan.

The unveiling of the Islands Connectivity Plan marks a significant step forward in Scotland’s efforts to enhance transport infrastructure and support the vitality of its island communities.
