Governor Kathy Hochul has unveiled New York’s inaugural state-wide cybersecurity strategy, designed to shield the state’s digital infrastructure from modern cyber threats. The strategy establishes novel high-level objectives for cybersecurity and resilience throughout the region. It outlines agency roles, integrates existing and planned initiatives, as well as renews the state’s dedication to aiding local governments. 

“Our interconnected world demands an interconnected defence leveraging every resource available,” Governor Hochul said. “This strategy sets forth a nation-leading blueprint to ensure New York State stands ready and resilient in the face of cyber threats.”

The strategy equips public and private stakeholders with a roadmap to mitigate cyber risks and secure critical infrastructure, networks and data, consolidating New York’s cybersecurity services to safeguard essential infrastructure and personal data from malicious actors. It also aligns the efforts of private and public stakeholders, including local governments.

Beyond digital asset protection, the strategy prioritises the safety and security of all New Yorkers, ensuring functionality in the digital age. From state employees delivering digital services to reliant residents, the state’s cyber defence profoundly affects everyone.

Governor Hochul’s commitment to fortify centralised cybersecurity was expressed during the State of the State address. The historic $90 million investment includes $30 million in shared services funding for local governments to enhance cyber defences. The initiative signals a strengthened collaboration between the state and local governments. The strategy also allocates $500 million for healthcare technology and $7.4 million to expand the State Police’s Cyber Analysis and Crimes Units.

The comprehensive cybersecurity strategy revolves around three principles: Unification, Resilience and Preparedness. These principles unite New York’s defence, prevent attacks and ensure readiness for future cyber challenges. 

New York State Chief Cyber Officer Colin Ahern said: “Our vision for unification, resilience and preparedness addresses the critical need for advanced resources and expertise across the state. We’re ensuring that every New Yorker is equally protected from digital threats.”

MTA Chair and CEO Janno Lieber said: “In recent years, MTA has made cybersecurity one of our top priorities. It is essential to ensure we can deliver service for the six million-plus commuters and travellers who depend on us every day.”
