As part of a five-year partnership, EMT Madrid will assist two transport operators in Bogotá in the design of maintenance plans for their transport fleets, as well as reviewing any environmental management procedures.

Empresa Municipal de Transportes de Madrid (EMT Madrid) has announced that it has been selected to provide technical assistance to transport operators Mueve Fontibón and Mueve Usme in order to improve the public transport network in Bogotá, Colombia. The partnership with the two operators will have a minimum duration of five years, with the term of concession being extendable to 15 years.
Transmilenio S.A. (the Bus Rapid Transit (BRT) system that serves the region) is responsible for managing and organising the urban public transport service in the Capital District and its area of influence in Bogotá. Technical assistance by EMT Madrid will focus on the residential areas of Fontibón and Usme. The project comprises a total of 10 transport routes with a fleet of 410 electric buses.
Launched by the Mayor of Bogotá, Claudia López, as well as the Secretary of Mobility, Felipe Ramírez, and the Manager of Transmilenio, Álvaro José Rengijo, the transport operator Mueve Fontibón plans to start operating in the third quarter of 2022.
The tasks that EMT Madrid will carry out as a technical advisor include:
- Defining the operational structure
- Identifying the needs of computer resources
- Selecting rolling stock
- Optimising the planning of the fleet’s service charts
- Reviewing of environmental management procedures
- Helping in user information systems.
Furthermore, EMT Madrid will assist in the design of the maintenance plans and will define the necessary reserves that guarantee the fulfilment of the transport service in the area of influence in the city of Bogotá.
During the operation phase of the concession, EMT Madrid will provide permanent support throughout the technical assistance contract in the development of operational solutions for compliance, with the service levels established by Transmilenio. The collaboration will also focus on monitoring and optimising the planning, scheduling and maintenance procedures established at the start of the operation. Finally, the company will certify quarterly compliance with the obligations of the technical assistance contract.
As part of its commitment to diversify business and enhance the knowledge and experience of the organisation, EMT Madrid has expanded its participation in mobility projects at an international level, contributing its specialised knowledge through the promotion of its consulting activities.
