Kammy Horne

Senior Vice President – Planning & Development at VIA Metropolitan Transit

Kammy Horne VIAKammy Horne is Senior Vice President – Planning & Development at VIA Metropolitan Transit. She is a strong and innovative executive leader with a diverse background in the transportation industry. Her skills are varied and include people and transportation project management, as well as business and team development.

Prior to joining VIA, Kammy served in executive roles with transportation clients around the U.S. Her current role at VIA includes a wide range of responsibilities for the agency. Kammy’s leadership skills were key in the development of the Keep San Antonio Moving Plan that was approved in 2020. She has also spearheaded the acceleration of many of the plan’s projects, including the first rapid transit corridor in San Antonio to be part of the FTA Capital Investment Grants Program. Kammy was recently recognised as one of the San Antonio Business Journal’s 2022 Women Leaders.

Kammy has been recognised for her work and innovative skills by her employers, her clients and leading industry professionals. She is a 2012 graduate of the American Public Transportation Association (APTA) Leadership Program and a 2015 graduate of the WTS Executive Leadership Program. She completed the ENO Transit Senior Executive Program in 2021. Kammy is the Chair of the American Public Transportation Association’s Planning, Policy and Program Development Committee.

Previously working in the private sector, Kammy has worked on numerous programmes and projects directly for agencies around the country, including the Utah Transit Authority, Utah Department of Transportation, Arizona Department of Transportation, Valley Metro in Phoenix, Arizona, Washington DC Department of Public Works, Capital Metro and Dallas Area Rapid Transit. She earned a Master of Science in Community and Regional Planning from the University of Texas at Austin and a Bachelor of Science in Environmental Science from Long Island University in Southampton, New York.
